The Government Autonomous College, Phulbani library is one of the oldest among college libraries of the state and stands as an essential hub of academic resources and learning. It came into existence along with the establishment of college in 1960. The library is accessible to all the bonafide students of various courses. The library has a well-furnished Reading Room which subscribes to the local dailies, weeklies, periodicals and journals covering diversity of subjects fostering a lively academic atmosphere in the campus. The Reading Room has separate sections for staffs. The library operations are automated through e-Granthalaya, a library management software developed by NIC.
Membership
Students, teachers and other members of the staff of the college are entitled to become member of the library. Upon admission or appointment, users are required to register with the library to avail of its resources and services.

- Students should enrol their names in the log book/library entry register after entering the library.
- A student should possess a valid identity card while making use of the library facility.
- The re-issue of same book to the same student consecutively is not allowed.
- Students can read reference book magazine, journal, periodicals after submitting their library card.
- Tampering /tearing and writing /marking on books magazine, Journals, Periodicals, News paper are forbidden.
- Each student of UG and PG can issue/borrow 3nos and 4 nos of books for a period of 14 days respectively.
- Each teaching and non-teaching staff can borrow 10 nos and 3nos of books respectively.
- Library Facilities can only be provided to bonafide students and staff of Government Autonomous College, Phulbani and also to faculties of college/institute coming under MoU with us.
- Wilful misuse of library facilities may resolve in the termination of library membership.
- Incase of lost /misuse of any book the borrower can submit the same book or deposit 10times the cost of the book.
- Consumption of eatables is strictly prohibited.
- Students are instructed to keep their mobiles on silent mode.
- Contact the librarian in the time of issuing the library books. An attendant is helping them to bring the requisite books for issue.
- The reader must maintain strict discipline and silence inside the reading room.

- The Library is partially automated. The following steps have been taken to perform the daily activities.
- An outsourcing person and library watchman is recruited for assisting the Librarian.
- At no circumstance students are take their belonging inside the library room. They have to put in the rack placed in the reading room.
- Outsourcing person or Librarian are held responsible for issuing books and any type of illegal activities inside the library premises.
READING ROOM RULES AND REGULATIONS
1. Deposit Belongings:
-Students must keep their bags and other belongings in the Property Counter rack before entering the reading room.
-They should carry their cash, mobile phone, and personal books with them.
2. Register Entry:
-All students must sign in the library register upon entering the reading room.
3. Maintain Silence:
-Students should keep their mobile phone in silent mode to avoid disturbances.
-Absolute Silence must be maintained in the reading room to ensure a conducive study environment.
*Failure to follow these guidelines may result in disciplinary action*
